As a rule, every year a certain number of educational organisations are selected on the basis of a public call by the ministry of Education and Sport to join the project and participate in it for approximately two years. In the first year, only secondary schools with adult education programmes were included, since we wanted to test in those educational organisations that have fewer educational programmes. In the second year, folk high schools joined as well and in 2004, private educational organisation that carry our verified programmes of adult education.
 
In the years:
2001-2003 two secondary schools and two secondary school centres participated in the project (OQEA 1)
 
2003-2004 three secondary schools, one secondary school centre, 6 Folk high schools or institutions for adult education participated in the project (OQEA 2)
 
2004-2005 nine educational organisations, 3 folk high schools, 2 secondary schools, 1 secondary school centre and 2 private educational organisations participate in the project (OQEA 3)
 
2005-2006 15 educational organisations, 8 folk high schools, 3 secondary schools 2 school centres and 2 private educational organisations (POKI 4)
 
2006-2007 15 new educational organisations will join the project (OQEA 5)

We are anticipating that entire network of verified adult education programmes providers will enter the project by 2010, and a significant number of those that carry out informal programmes as well.
