An educational organisation can join the project, if it succeeds in a public competition of the Ministry of Education and Sport. (The application is necessary when an organisation joins the project for the first time and usually after one year as well, for its participation in the second year.)

The conditions for entering a public competition of the Ministry of Education and Sport at the first application

  • General conditions: any legal or natural person registered for educational activities and fulfils special conditions for participation in the OQEA project is eligible to enter the competition for co-funding.
     

  • Special conditions for the OQEA project: any educational organisation registered as a provider of verified programmes for the acquisition of general, vocational or professional education, which has been educating adults in verified programmes for at least three years and can ensure the work of a quality group, which will implement the project into the organisation and monitor its execution is eligible to enter the public competition. The educational organisation must ensure the participation of a quality group members in the SIAE counselling workshops (at least 100 hours per member). It must also guarantee that the staff that participate in the quality group will have possibilities to carry out individual processes of self-evaluation within the educational organisation.

The conditions for entering a public competition of the Ministry of Education and Sport at the second application (for second-year participation)

  • General conditions for the competition, set by the Ministry of Education, and Sport: same as above
     

  • Special conditions for the OQEA project: successfully completed work in the first year of the project. The organisation attests this by having: a formed vision of quality in adult education; a self-evaluation report. It must guarantee that the members of the quality group will participate in the SIAE counselling workshops (at least 60 hours per member). It must also guarantee that it will enable the members of the quality group to carry out the necessary self-evaluation processes in the educational organisation.

The financing organisations may sometimes add other conditions to the ones mentioned above. This is clearly stated in each individual competition proposal, published in the Official Gazette of the Republic of Slovenia. Educational organisations, which are successful at the competition, are guaranteed:

  • The right to participate in the project,

  • Monetary support, intended primarily for providing the self-evaluation group members with the opportunity to participate in training and counselling workshops at the SIAE, covering other material costs for the work of this group; and partly also for the activities that the educational organisation in implementing to improve quality,

  • Participation in training and counselling for project execution, offered by the SIAE.
